BloG 4Ps!














            We all know that our country is facing a lot of problems today. One of this is poverty. Many people are homeless. Some are struggling to find jobs. Many children won't be able to go to school due to financial problems. So, our government is trying to fight poverty by implementing programs like 4Ps.

What is 4Ps all about?


      4Ps or Pantawid Pamilyang Pilipino Program is a poverty reduction and social development strategy of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14. The program is currently being implemented by the Department of Social Welfare and Development (DSWD).



Objectives of the Program:

1.    To improve the preventive health care among pregnant women and their children
2.    To increase the enrollment in and attendance rate of children in school
3.    To reduce the incidence of child labor
4.    To raise the average consumption rate in food expenditure of poor households
5.    To encourage parents to invest in their children’s human capital through investment in health and nutrition, education and participation in community activities. 



4Ps has dual objectives:

Social Assistance - to provide cash assistance to the poor to alleviate their immediate need (short term poverty alleviation); and
Social Development - to break the intergenerational poverty cycle through investments in human capital.



Program Coverage

4Ps operates in 45 provinces covering 255 municipalities and 15 key cities. At present, 700,000 households are enrolled in the program and are receiving cash grants.

Program Package

4Ps provides cash grants to the beneficiaries as follows:

-P6,000 a year or P500 per month per household for health and nutrition expenses; and
-P3,000 for one school year (10 months) or P300/month per child for educational expenses. A maximum of three children per household is allowed.
-A household with three qualified children receives a subsidy of P1,400/month during the school year or P15,000 annually as long as they comply with the conditionalities. The cash grants shall be received by the most responsible person in the household, usually the mother, through a Land Bank cash card.

Eligible Beneficiaries

Residents of the poorest municipalities based on 2003 Small Area Estimates (SAE) of the National Statistical Coordination Board (NSCB);
Households whose economic condition is equal to or below the provincial poverty threshold.
Households that have children 0-14 years old and/or have a pregnant woman at the time of assessment;
Households that agree to meet conditions specified in the program.

Budget Alloted for the project
         A budget of P10 Billion a year has been allotted for 70,000 family beneficiaries.












          I'm really happy that this  program has been implemented by the government in our country because its  a big help for the less fortunate people whose basic needs is not enough. Some what for my part as a concern citizen I really do care a lot to those people considering  this willingness to be able to help them in our own little way because we Filipinos are well-known for being friendly and hospitable. I hope and pray that our government specially the Department of Social Welfare and Development (DSWD) will maintain and continue  this program with progress as of what they are doing right now. From today's generation  onwards as we trying to make progress for the future! :)

  2. I think implementing this kind of Program is such a big help in responding to the needs of people. Most specially in the case of giving sufficient Education to children who cannot be provided by their parents because of what we all are dealing today "financial crisis"..Nowadays there are many poor families who cannot provide proper education for their children. Some families can only afford to eat one meal a day and they can’t even send their children to school. Sometimes the parents encourage their children to work and earn for their living, so that they can have something to eat. But we can’t blame them, because sometimes it is better to have something for supper, than to have something to feed your mind.Every youth deserves to have a decent education for them to be the next leaders not only of their generation but of the country as well. We should also take care of their welfare. That’s why, the government thinks of some ways to give every Filipino youth the education they deserve. The proclamation of this "4Ps" has been a big help to the youth, as the primary beneficiaries. I believe this program aims to help not only for the betterment of every Filipino citizens but also for the youth of the whole country.:)

  4. i agree that it is a great idea as a program but i don't think that it is very effective in helping the people become independent and productive themselves alone.

  5. 4P's program may help but not totally to the real needy. Others were abusing this, making fake identities just to gain the benefit. Unluckily to those indigents, they can't afford to have it because someone have stolen this single opportunity....

  8. indeed this project helps the Filipino people specially those who are in need.I hope that people who are receiving cash grants will use the money in a proper way. So we must be thankful for the government for this wonderful program that was implemented.

  19. It's a good thing that we have this kind of program, it would somehow help the less fortunate families. But I suggest that jobs would be given instead for they will benefit in it in the long run.

  20. Implementing programs such as 4Ps is a good move of our government.I'm glad that they are putting a lot of efforts in fighting off poverty in our country and allotting a lot of money for this sole reason.

    But as much as I like the objectives laid and for the good cause why this program was implemented in the place...I still doubt the after affects of 4Ps. I mean with the government sustaining the needs of less fortunate families, this can be only temporarily. And may be the cause of the parent's to be dependent on the said program and they will slack off and be lazy, just waiting for the monthly stipend to come.

    Why not make jobs and allow the unemployed citizens to be hired on them? At the same they can give each family the monthly stipend. Yes, this can result to a lot of money but I think this is fit for a long lasting effect.

  25. this is the program that leads our nation to have a progressive generation.. this helped a lot to people who are really in need to avail this program, especially those very indigent people and those family who are persistent and very determined to reach their dreams in life.. but i just hope that the authorized personnel of this program will carefully choose those people who are really needs and deserves it more.. i hope that this program will be the pathway through the success of every Filipino children..
